Performer's List Validation by Experience

Introduction

Since April 2006, dentists who are not already on the National Performers List have had to apply for a Performer Number from the Local Area Team of NHS England. This includes dentists working as locums who are not already on the National Performers List.

Those dentists who do not have a Foundation Training (Vocational Training) Certificate, or who have not completed an appropriate period of Foundation Training as defined in the Regulations, must be assessed by the Area Team in consultation with the local HEE office to decide whether the dentist can be admitted to the list based on having previous experience and training including NHS primary dental care. This is called Performer's List Validation by Experience (PLVE) (formerly known as Dental Foundation Training by Equivalence - DFTQ). Further information on PLVE can be obtained here and here.

The National Performer's List website is a useful source of information and contains a postcode search tool, which allows you to easily identify the Area Team that covers the region in which you wish to work. The search results also provide contact details.

 

PLVE in the East Midlands

As part of national changes, HEE East Midlands are re-launching their scheme as of 1/1/2018.

Details on the new process are below along with interim arrangements. Further information will be provided on our website over the coming weeks.

 

PLVE Process in the East Midlands – Applies to all applications received after 1/2/2018

  1. National Performer’s List Application made to NHS England by dentist requiring PLVE. NHS England will confirm that Performer’s List Validation by Experience is required as part of the Performer’s List Application.
  2. Dentist (hereafter known as Validation by Experience Dentist – VED) locates practice and supervisor (hereafter knowns as Validation Supervisor – VS). HEE EM do not hold lists of such positions.
  3. VS and practice approval is required if the practice and/or VS have not supervised a Dental Foundation Training or PLVE dentist in the last 2 years. Please see the VS application form under ‘Downloads’. This must be completed and returned to PLVE.EM@hee.nhs.uk. If approval is required, payment as per the payment structure (see ‘Downloads’) is required. HEE EM do not provide any funding for PLVE and this must be made either by the practice, VS, or VED.
  4. Practice visit and VS assessment takes place and approval granted, if applicable. If approval is not granted, VED will need to locate an alternative VS and practice; another application and payment must be provided if they do not meet the requirements in point 3 above.
  5. VED applicants should fill out their application form and complete the Record of Clinical Experience and submit to PLVE.EM@hee.nhs.uk accompanied by the appropriate payment.
  6. All VEDs must attend a half day induction programme on the PLVE programme in the East Midlands. These will be run at least twice per year
  7. Clinical experience of the VED will be reviewed by HEE EM and a recommendation made regarding training time requirements. This will be communicated to the VED and VS. Any extensions to this time must be agreed by HEE EM.
  8. All VEDs must attend a half day induction programme on the PLVE programme in the East Midlands.
  9. Once application is approved, VED can start supervised practice period. If VED has not practiced clinical dentistry in 2 years, a clinical skills assessment must take place by VS in a clinical skills unit (appropriate payment required in advance).
  10. While working, VEDs must gather evidence for their portfolio, working closely with their VS.
  11. Portfolios will be reviewed twice annually. Portfolios must be submitted for review along with appropriate payment on 1st of August 2018 and 1st of February 2019 (subsequent dates TBC).
  12. Portfolios will be reviewed by a panel made up of experienced HEE EM Dental Educators. This review will take place 6-8 weeks following portfolio due dates to enable portfolios to be checked for completeness.
  13. Following the panel, decisions will be communicated to VEDs.
  •   If the portfolio demonstrates the VED has knowledge and experience equivalent to that of a dental practitioner who has satisfactorily completed dental foundation training, a certificate will be issued to the VED and NHS England
  •   If the portfolio is incomplete, a further submission and payment will be required. A maximum of three re-submissions is possible. Extensions to the originally allowed training period may need to be sought from HEE EM.
  1. Once a certificate is issued, the VED has completed PLVE.

 

Interim arrangements for applications received 15/11/2017-31/1/2018

  1. National Performer’s List Application made to NHS England by dentist requiring PLVE. NHS England will confirm that Performer’s List Validation by Experience is required as part of the Performer’s List Application.
  2. Dentist (hereafter known as Validation by Experience Dentist – VED) locates practice and supervisor (hereafter knowns as Validation Supervisor – VS). HEE EM do not hold lists of such positions.
  3. Practice approval must be sought as per previous arrangements with NHS England. VS must complete new VS application form but payment is not required.
  4. VED must complete new VED application form and provide clinical experience information. Payment will be made in line with new pay structure.
  5. Clinical experience of the VED will be reviewed by HEE EM and a recommendation made regarding training time requirements. This will be communicated to the VED and VS. Any extensions to this time must be agreed by HEE EM.  If VED has not practiced clinical dentistry in 2 years, a clinical skills assessment must take place by VS in a clinical skills unit (appropriate payment required in advance).
  6. While working, VEDs must gather evidence for their portfolio, working closely with their VS. VED and VS must submit signed educational agreements to HEE EM. Applicants must adhere to the new portfolio requirements (these will be provided following successful application).
  7. All other scheme information remains the same.

 

Interim arrangements for applications received prior to 14/11/2017

  1. An additional panel review date will be held in June 2018 for ongoing applicants; they will be expected to follow the previous portfolio requirements and pay schedule.
  2. All other scheme information remains the same.
