East Midlands UKPHR Practitioner Scheme Information
Welcome to the East Midlands Public Health Practitioner Scheme.
Public Health Practitioners are key members of the Public Health workforce and can have a great influence on the health and wellbeing of individuals, groups, communities and populations. They work across the full breadth of Public Health from health improvement and health protection, to health information, community development and nutrition, in a wide range of settings from the NHS, PHE and local government to the voluntary and private sectors.
The purpose of the programme is to support practitioners to become registered with the UK Public Health Register (UKPHR) and to provide CPD opportunties for the wider workforce.
UKPHR is the regulator for public health professionals in the United Kingdom, providing professional regulation to public health specialists and public health practitioners from a variety of backgrounds, all of whom have a common core of knowledge, and skills. The Public Health Practitioner Schemes are delivered as local schemes within specific geographic areas.
Practitioners must be working at level 5 (the level of autonomous practice) or above on the Public Health Skills and Knowledge Framework (PHSKF) – but below specialist/consultant level, for a minimum of two years to be considered. In order to become a registered practitioner, individuals are required to complete a retrospective portfolio, demonstrating their knowledge, understanding and application against the UKPHR Practitioner Standards (2018, 2nd edition)

The scheme is coordinated by Alix Sheppard and linked with the East of England scheme to maximise efficiency and provide additional support. It was relaunched in October 2018 and is currently (Oct 2021) supporting 19 practitioners with portfolio development, with 20 practitioners registered- who completed portfolios within an average time of 15.2 months.
We also have a dedicated team of assessors and verifiers- senior members of the public health workforce who give their time to support the workforce and to gain valuable CPD points. We are in urgent need of Consultants to carry out the Verifier role- which takes approx 3 hours twice a year. Please see the role information and application forms below for both the assessor and verifier roles, which contribute to your CPD and are a great way for you to connect with the wider public health network in the region.

Yes! You do not need to be part of the scheme to begin your portfolio- the sooner the better! You can use the free resources on the new HEE Learning Hub (use your E-LfH log-in) here Catalogue (learninghub.nhs.uk)
Start by completing the self assessment form (accessed via the Learning Hub) mapping your current skills and knowledge to the 34 UKPHR standards. Identify any areas for development and engage with your line manager to find ways to enhance your skills and knowledge.
Each year we commission the Faculty of Public Health Accredited Practitioner Workshops- a series of 6 sessions with an optional assessment so you can gain a level 6 (degree level) qualification in public health.
We currently also commission Public Health Project Management training. We also provide information about online CPD opportunities through out network of providers and colleagues. Please email admin@healthtalks.org.uk for more details.
There is no cost to you or your employer- the scheme is funded by HEE to develop the PH workforce. Once you have completed your portfolio, you then need to pay the yearly subscription to UKPHR of £108 to retain your registration.
You should expect to carry out 50% of the portfolio work in your own time, and negotiate with your employer allocated time to attend CPD workshops. Ensure your journey to registration is part of your appraisal and ongoing PDP.
